    USAID/PROLoG Supports Workshop with MPs on Selection of Supreme Court Judges (ka)

    On August 10-11, USAID/PROLoG organized a workshop for members of the European Georgia faction in Borjomi. The goal was to assist the MPs to properly prepare for the final stage of selection of Supreme Court Judges in Georgia, by sharing aspects of the selection of US Supreme Court and Federal Judges that may be applicable to the Georgian context.

    Similar workshops have already been organized last month for a group of Georgian Dream — the ruling party—MPs, as well as for Independent Members of the Parliament.

    USAID/PROLoG will continue supporting the Georgian Parliament in this process, to make the selection of Supreme Court Judges more transparent and merit-based.

    USAID/PRoLoG supports Constitutional Law, Human Rights and Public Policy Summer School (ka)

    USAID/PRoLoG supported the Ilia State University summer school on Constitutional Law, Human Rights and Public Policy on July 26- August 6 for twenty six students from different law schools of Georgia, Ukraine and Armenia. The program was designed to help students and young professionals learn theoretical and practical aspects of constitutional and international human rights law. Constitutional, human rights and criminal law experts from the USA, UK and Georgia taught various topics, including: Development of Constitutional Review in Georgia; The Relevance and Importance of Human Rights in Constitutional Law and Policy; Human Rights and Democracy: the Role of the Jury; and Public Forums/Private Platforms: The New Battleground of Free Expression.

    USAID/PROLoG supports Constitutional Court’s Summer School (ka)

    From July 22 to August 2, the Annual Summer School on Constitutional Law and Human Rights was held at the Constitutional Court of Georgia in Batumi, and covered by the media. USAID/EWMI has supported this event for seven years, and PROLoG has expanded its assistance over the past three years to provide the School with an international expert. Twenty five students from different Georgian universities participated in the School, which covered the following topics: 1. Judicial Review – US and European; 2. Judicial Independence and Guarantees of Fair Trial; 3. Proportionality/Standards of restrictions of Human Rights; 4. Ideas of Human Rights. Founding Documents and Modern Concepts;

    USAID/PROLoG supports publication of ‘The Judiciary of the First Republic’ (ka)

    On July 8, ‘The Judiciary of the First Republic’ was presented to the public at the Supreme Court of Georgia. Dr. Anna Dolidze, an Associate Professor at International Black Sea University (IBSU) and at IBSU is the author of the USAID/PROLoG-supported monograph. She is also a member of High Council of Justice, appointed to this position by the former President of Georgia, Giorgi Margvelashvili.

    2019 Judicial Summer School Successfully Completed (ka)

    During July 20-25, USAID/PROLoG, together with other donors (EU4Justice, CoE, UNICEF, UNDP, OHCHR), in cooperation with the High Council of Justice, Supreme Court and High School of Justice, supported the 2019 Judicial Summer School for judicial assistants and employees of the analytical departments of Georgian courts.

    USAID/PROLoG Supports Student Summer Schools (ka)

    USAID/PROLoG continues to support various student summer schools. During July 22 – August 2, the Constitutional Court of Georgia organizes its Annual Constitutional and Human Rights Summer School, which is held for more than 10 years now and provides students and recent graduates with a unique opportunity to engage in discussions with prominent Georgian and international experts, as well as Constitutional Court judges.

    USAID/PROLoG supports GBA Conference on Selection of Supreme Court Judges (ka)

    On June 23, 2019 the Georgian Bar Association, with support from USAID/PROLoG, organized a conference on “Trusted Judiciary, Democracy and Economic Development” to discuss the ongoing process of selection of Supreme Court Judges in Georgia. To ensure an objective and transparent process plays a crucial role in guaranteeing judicial independence, strengthening the rule of law, increasing public trust and safeguarding the administration of justice in Georgia. The High Council of Justice is currently in the process of interviewing shortlisted candidates. This process, to be continued in the Parliament, is currently under close public scrutiny.

    Dr. Jesper Wittrup conducted third working meeting of judges on smart case-weighting system (ka)

    A working group of judges with different specializations and backgrounds met PROLoG expert Dr. Jesper Wittrup on July 18th to assess the level of effort associated with cases from different court levels.  This builds on the product of two earlier workshops, where the judges agreed on relative weights for all criminal, civil, and administrative cases. The case weights will be used to assess the current distribution of judges and court staff.

    In June 2019, USAID/PROLoG, together with partners, supported a visit of the Georgian Parliament leadership to the United States to review US standards and procedures related to the selection of Supreme Court Justices and Federal Judges.

    Second Semester of English Language Training Program for Judges Successfully Completed (ka)

    USAID/PROLoG has successfully completed the second semester of the English Language Training Program for Judges (ELTPJ). The ELTPJ was initiated at the request of the High Council of Justice and launched by USAID/PROLoG in October 2018. The program aims at improving the English Language knowledge of judges and creating opportunities for their participation in specific USAID/PROLoG judicial exchange opportunities requiring high level of English.
