Initial Discussions on Draft Amendments to the Law on Advocates with the Parliament of Georgia

On August 19-21, EWMI/PROLoG hosted a three-day workshop in Kobuleti between the Legal Issues Committee of the Parliament of Georgia and the Georgian Bar Association (GBA). The purpose of the meeting was to discuss draft amendments to the Law of Georgia on Advocates and to develop a unified position concerning them, also to secure support of the Legal Issues Committee during the further discussions of the document at the Parliament. The draft amendments were developed with the support of EWMI/JILEP expert Alan Friedman back in 2013 and through EWMI/PROLoG Grant support.     

The GBA and the Committee members had discussions concerning a number of articles of the law that has covered the following issues:

  • Principles of carrying out legal activities;
  • Requirements to be met by an advocate, qualification exams and membership of the bar association;
  • Organizational-Legal form of legal practice;
  • Ethics Commission and disciplinary proceedings against an advocate; procedures for appeal against the disciplinary sanction, procedure for consideration of an appeal;
  • Organization of GBA, general assembly, chairman and executive secretary.

The Parliament is planning to adopt the proposed amendments during its fall session. EWMI/PROLoG will continue to work with the GBA and Legal Issues Committee to support further development of the bar in the process of establishment of highly professional, self-governing institution of legal professionals.
