Working remotely, USAID/PROLoG expert Judge (ret.) Tim Baland developed regulations, an application and evaluation forms to guide the High School of Justice (HSOJ) on the admission of applicants to become listeners (judicial candidates) of the HSOJ.

On February 5th and February 11t, USAID/PROLoG organized two sessions of a remote working meeting with Judge Baland and HSOJ Independent Council members to discuss the suggested regulations and forms. Independent Board members and the Director of HSOJ participated. This assistance aims to support the HSOJ in implementing the fourth wave of judicial reform legislation and establishing merit-based and fair procedures for admission of judicial listeners, including by allowing outside lawyers to participate more freely.

After the regulations and forms are adopted, the expert will train members of HSOJ Independent Council and staff on how to apply them and how to develop questions and conduct interviews with applicants. The training will also allow the HSOJ to establish best practices for selecting and interviewing applicants seeking admission.
