On July 10, USAID/PROLoG supported a meeting of Legal Aid Service (LAS) with international donor organizations to present ongoing and future reforms. Razhden Kuprashvili, director of LAS stressed the importance of cooperation with the donors and made a presentation on the following reforms:

  • Development of a training center;
  • Rules and criteria for the lawyer appraisal system;
  • Creation of a specialized register for lawyers and their training;
  • Introduction of a new system that will ensure equal distribution of cases among the lawyers;
  • Introduction of distance legal proceedings;
  • Introduction of new rules for case proceedings and reporting;
  • Electronic systems of case proceedings at LAS;
  • HR management reform;
  • Regulation of activities of the lawyers registered at the public registry;
  • Public Relations reform;
  • Regulation of document turnover, keeping/disposal of documents;
  • Radio program “Legal Advice;”
  • Introduction of budget and financial reporting standards established by IMF.

Giorgi Chkheidze, Chief of Party of the USAID/PROLoG gave a positive evaluation of the reforms at the LAS. He welcomed the approval of the lawyer appraisal system by the LAS and its Council on July 4, 2020. It was stressed that the system will facilitate the process of rendering quality legal aid service to socially vulnerable people. The Donor Coordination Meeting served as a platform to sign the decision of the Legal Aid Council on approval of the Lawyer Appraisal System by the Council members and Ramaz Chinchaladze, a newly elected chairman of the Council.

USAID/PROLoG has been working with the LAS since 2015 to build its institutional capacity and strengthen the quality of legal assistance provided by its lawyers to socially indigent people in Georgia.
