USAID/PROLoG Supports Second Remote Workshop for Independent Inspector on Delay of Proceedings and Analysis of IIO and HCoJ Decisions on this Topic

25 May 2020

On April 21st, USAID/PROLOG supported a remote workshop for the Office of the Independent Inspector (IIO) on judicial ethics, by involving PROLoG’s US expert, James Moliterno. The specific topic for the workshop was Delay of Proceedings and Analysis of IIO and High Council of Justice (HCOJ) Decisions.

Workshop participants, together with the Independent Inspector, Zurab Aznaurashvili, discussed three real cases related to the delay of proceedings where the HCOJ reversed the opinions of IIO. IIO representatives presented each case, followed by discussion and the expert’s feedback on how to prepare a high quality, persuasive written opinion that is less likely to be reversed by the HCOJ.

This is the second remote workshop for IIO. A previous one in mid-April focused on Identifying Threats to Judicial Impartiality.
