On January 27th, the Public Defender of Georgia found discrimination on the ground of sexual orientation against Akaki Tsereteli Batumi Public Library and Batumi Shota Rustaveli State University (BSU). On May 18, 2019, the lecture “May 17 – The Illusion of Freedom” organized by Identoba (non-governmental organization, working on LGBT+ issues) was disrupted. The organizers were initially planning to conduct the lecture at BSU auditorium, but the night before the event, BSU told them that due to planned renovations at the auditorium they wouldn’t be able to proceed as scheduled. Identoba requested Batumi Public Library to provide alternate space, and after initial agreement, the request was denied.

On May 30, 2019, with the support of GYLA, Identoba applied to PDO against Batumi Public Library and BSU. The PDO found discrimination on the ground of sexual orientation and occupation. According to the PDO, the organizations didn’t give proper attention to the planning of the event and didn’t try to support the organizers in avoiding the disruption of the lecture. The ombudsmen recommended that the organizations develop an internal policy document on anti-discrimination and its prevention, and conduct their future activities in accordance with principles of equality.

BSU has issued a decree that the university act in accordance with the legislation of Georgia and internal regulations, in order to eliminate the perception of the staff’s actions as discriminatory treatment. Structural units of the university were tasked with submitting proposals/opinions regarding the assessment and prevention of discrimination; and also plans to change the rules that regulate holding events at the university.
