On November 9-18, USAID/PROLoG brought a former U.S. judge, Jesse Goode, from Washington DC to Georgia for a fourth shadowing visit. USAID/PROLoG has organized similar visits to Tbilisi, Rustavi and Kutaisi in the past year.

Judge Goode visited Batumi, where he observed civil and administrative judges in the City Court. Judge Goode attended hearings and met with individual judges, providing input on caseload management and courtroom communication.

Judge Goode identified an insufficient number of judges in the court, resulting in a high workload for judges and staff. He also outlined several procedural and operational challenges in the court. Judge Goode also met with judicial assistants and on the last working day, he presented his findings to the Chief Judge and all civil and administrative judges of the Court.

After returning to Tbilisi, the judge, together with USAID/PROLoG representatives, presented his findings to members of the High Council of Justice. Judge Goode later met with alumni of USAID/PROLoG judicial exchange activities over dinner, shared his impressions and discussed different aspects of civil and administrative proceedings.
