EMC Conducts Informational Meeting with Muslim Boarding School Management in Batumi

On March 2, the Human Rights Education and Monitoring Center (EMC), under the USAID/PROLoG legal aid project, “Improving human rights conditions for marginalized groups through strategic litigation,” organized a working meeting with representatives of Muslim boarding school management and local community leaders in Batumi. The purpose of the meeting was to address the challenges faced by the boarding schools, following amendments to the law of Georgia on Licensing of Educational Activities. 

According to the amendments, which were enacted on October 1st, 2018, boarding schools should go through the licensing process and meet the new technical regulations of childcare standards. As the specifics of operating boarding schools weren’t considered, these establishments were included in the regulations aimed at institutions working with children in need. Essentially, religious boarding schools carry out educational activities, and their beneficiaries do not include children in need, so, asking these facilities to comply with the regulations - which  include the creation of family environment within their establishment - is unjustified and excessively burdensome. According to the participants, due to these new regulations, several boarding schools were forced to close down.

Independent experts and representatives of Public Defender and the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia attended the meeting. It was agreed that the challenges faced by the boarding house will be further investigated, and appropriate measures will be advocated with the government.
