USAID/PROLoG Supports Workshop on Amendments to the Law on Advocates

On August 23-24, USAID/PROLoG hosted a workshop in Kobuleti on amendments to the Law on Advocates with Eka Beselia, chairperson of the Legal Affairs Committee of the Parliament. The members of the Committee, representative of Georgian Bar Association governing bodies and the members of the Scientific-Consultation Council of the Committee attended the workshop. Eka Beselia, Chairperson of the Legal Issues Committee led the workshop. Presentations were made by the Chairman of Georgian Bar Association David Asatiani, member of the Executive Board Irakli Kandashvili, Executive Director Giorgi Tshekhani and former chairman of the Ethics Commission Tsitsino Tskhvediani. The topics discussed at the workshop included:

  • Honorarium of an advocate and exclusiveness of legal practice;
  • Participation of lawyer’s intern in procedural actions, their ethical liability and rule of selection of a mentor lawyer;
  • Improvement of election regulations for GBA governing bodies;
  • Improvement of forms of disciplinary sanctions against lawyers, and
  • Regulations that make clear that the Ethics Commission may self-initiate proceedings against a lawyer.

The workshop was initial discussion of possible future amendments to the Law on Advocates of Georgia which will be reviewed later by the Legal Committee working group.  PROLoG has been working with the Parliament and Georgian Bar Association to build up and strengthen Bar Association’s institutional capacity since 2015. This event was implemented under the PROLoG component designed to improve management of justice system institutions.
