Project Description: The project aimed to increase transparency, impartiality and accountability of the High Council of Judges (HCOJ). In pursuit of this goal the project monitored HCOJ and studied regulations governing its work. Unity explored the problems in the HCOJ regulatory framework which negatively affected operation of HCOJ.  Based on the results of the monitoring and desk research Unity developed a report which included an analysis of the law and practice and provide recommendations for regulatory changes. The project also developed statutory and non-statutory regulatory drafts with an aim to increase transparency and fairness of decision making process at HCOJ. To advocate for the adoption of the drafts the Unity organized meetings with the stakeholders. The project also developed a report on selection and appointment of judges, which assessed the implementation of the Third Wave legal reform. The report included recommendations aimed at the establishment of comprehensive, objective and transparent procedures that will guide the HCOJ during initial selection and appointments, as well as in processes related to lifetime appointments.
