Project description: The project aimed to support institutional reforms in the justice system by assisting the Coalition for an Independent and Transparent Judiciary in carrying out an in-depth research of the current challenges faced by Georgian courts. The project was carried out by three members of the Coalition, Transparency International - Georgia, Georgian Young Lawyers Association, and Human Rights Education and Monitoring Center. They analyzed the state of the judicial system in the light of the legislative changes carried out since 2012. The project explored the impact of these reforms. It also considered legal and sociological roots of informal governance and ‘groupthink’ practices in the judiciary, which became evident in recent years.  The study looked into the problems of institutions which are important for ensuring judicial independence and impartiality, such as legislative guarantees for the independence of judges, standards related to the communication with judges, appointment and evaluation systems, Court Presidents, Disciplinary Board and Chambers, Conference of Judges.     The project resulted in a report with a comprehensive analysis of gaps and challenges in the judicial system, which have an effect on judicial independence and impartiality, and provided recommendations for their solution.  The report contributed to the advocacy work of the Coalition, which based its action plans and recommendations on the findings of the study.  It also informed the reform agenda of the Government, the work of High Council of Justice and other stakeholders.
