Project Description: The project aimed to promote independence and transparency of the Georgian court system by assessing the legal basis for the electronic case distribution system and monitoring its operation in practice. The information was collected from nine common courts with more than six judges. The project team developed an interim report, which was discussed with the members of the Coalition for an Independent and Transparent Judiciary and a final report was presented publicly to stakeholders. The reports assessed effectiveness of the system in diminishing bias in case assignment and ensuring fair distribution of workload among the judges. It included recommendations for addressing problems identified through monitoring.
