On February 17, with the support of EWMI/PROLoG, the Georgian Bar Association (GBA) held a conference in Tbilisi on Public Records on Attorney Discipline Information. Welcoming speeches were made by EWMI/PROLoG Chief of Party Giorgi Chkheidze and GBA Chairman Zaza Khatiashvili.
On February 18-19, through grant support from EWMI/PROLOG, the Georgian Bar Association (GBA) conducted a meeting of its Educational Board in Borjomi. The participants of the meeting included members of the GBA Executive Board Mr. David Asatiani and Mr. Irakli Kandashvili, as well as professors from Tbilisi State University, judges and lawyers.
On February 18-19, EWMI/PROLoG hosted a meeting in Borjomi between the State funded Legal Aid Service and the judiciary. The purpose of the meeting was to support the Legal Aid Service (LAS) to make appropriate and informed decisions regarding the upcoming expansion of its mandate into civil and administrative law. The participants included Chief Justice Nino Gvenetadze, LAS Director Meliton Benidze, Chairperson of the LAS Board Ekaterine Popkhadze, other members of the LAS Board and management, as well as judges of different court instances from Tbilisi and the regions of Georgia.
On February 18-19, EWMI-PROLoG supported a workshop with the Ethics Commission of the Georgian Bar Association (GBA) and brought U.S. Ethics Counsel James McCauley to Georgia to facilitate the event. The workshop was held in Borjomi.
The workshop addressed many issues of interest for the Ethics Commission members, including the presentation of the Commission’s position on the proposed amendments to the legislation regulating disciplinary measures against lawyers. The participants listened to comments by the expert and engaged in active discussions.
The second day of the workshop was dedicated to discussion of the proposed amendments to the procedures for appealing Ethics Commission decisions to the Supreme Court, review of the GBA Ethics Commission practice on advisory opinions, and an exchange of views on making amendments to previously issued advisory opinions. Presentations were made concerning the importance of a unified practice and the consolidation of several complaints submitted against a lawyer by different parties, as well as the calculation of appropriate legal fees where the client made full payment of the fees and the lawyer-client relationship was then terminated early.
The participants agreed to finalize work on the amendments to the Law on Advocates regarding ethics rules as well as on the amendments to the procedures for appealing Ethics Commission decisions to the Supreme Court based on the recommendations of the expert, and to present these drafts to the GBA Executive Board.
